Action blocks are a punishment for violating Instagram's rules. The punishment can restrict you from following, un-following, liking, commenting and direct messaging.
There are 3 main types of action blocks, temporary actions blocks, action block with an expiration date and permanent action block.
A temporary action block is exactly how it sounds,temporary. The Engagement Action Block on Instagram is typically the most common. It can arise from overextended use of certain Instagram features.
Similar to a temporary action block, however, Instagram gives you a predefined time when this action block will be removed. Typically, the expiration date of the action block is between 24 hours to 30 days.

Additionally, sometimes manually following/unfollowing, spamming likes, spamming comments and spamming DMs in a short period of time can also trigger an action block. The recommend total number actions per day is 350 for a new account. This includes all actions such as follow/unfollow, likes, comments and DMs. As a new account it may be tempting to follow/unfollow to grow you Instagram page, it is recommended not to follow/unfollow more than per hour and 150 per day.
Instagram can block your account if a lot of people report your account as a threat. There are lots of reasons why people can make complaints about you, they include, mass following, mass liking, spam, posting contents that are inappropriate, insults, and so on. Everything listed above can result in an action block for your account.
If in every post you spam a number of bigger accounts to gain more exposure, this can be flagged by Instagram, and therefore can lead to a temporary block.
Additionally, in my experience if I have noticed that if you consistently tag accounts that are related to sexual and inappropriate content, your account will be flagged and most likely will be action blocked restricting you from tagging other accounts on your post.
Limit the number of accounts you tag in each post to 3-5 per post, and do not keep tagging the same accounts on each post, as this can be seen as a red flag by Instagram.
Consistently using banned hashtags in your posts can also lead to an action block. To identify banned hashtags search them on the explore page, and if the below message comes up, do not use the hashtag.
Instagram can block your account for different reasons. It is possible for them to block your IP address and device, not your account. If you see an action blocked error, then your best bet is to change to a different device, stop using WiFi, and use your personal data.
Every internet-enabled devices have two IP address— private and a public one. Your home’s router connects to the internet using the public IP address assigned by your internet service provider. Your device also has a public IP address.
So, switching to a different device and personal data can remove the Instagram action block because you have disassociated yourself from the blocked IP address.
Using a third-party app can also earn you an action block on Instagram. If you use any third-party app, then you need to uninstall them as soon as possible.

It is important to know that if your account gets blocked on Instagram, the system will take it’s time to unblock you. Such hashtags are usually banned because they seem inappropriate, while others are innocent but have been spammed with content that is inappropriate. The hashtags that fall in any of the two categories are usually blocked by Instagram either permanently or temporarily.
Remove such hashtags from your recent Instagram posts. A lot of people have testified that the trick worked for them and this seems to be the fastest way to remove Instagram Action Block.
